In the menu at the Mothership, press X, Y, Left(2), Y ,X. This will unlock upgrades ONLY for researched weapons.

How To Get The M In The Police Level
You need to get a least 20% of the game process and you will get a new gun and then use that gun to shoot anything you want but shoot the police mostly to get the black suited guys but them and their car will be hard to kill and destroy.
